PayPal regulates precisely in its terms and conditions whether minors may use the service for payment. Unfortunately, the answer is negative: minors are generally not allowed to use the service.

If you are a natural person, you must be at least 18 years of age and have full legal capacity to enter into a contract to open a PayPal account and use PayPal services.
